That's why this year the Kelsey’s Law Distracted Driving Awareness Scholarship is returning to help spread an important message while helping students in Michigan afford college. The initiative is aimed at honoring 17-year-old Kelsey Raffaele of Sault Ste. Marie who passed away in 2010 due to distracted driving.
