On Tuesday, February 10, Governor Whitmer signed Senate Bill 495 and House Bill 4141, making it illegal for students to use cellphones during instructional time in Michigan's K-12 classrooms, with limited exceptions. This means TikToks will have to wait until after class.

The new law requires every Michigan school district to adopt a cellphone policy limiting student device use during class. Phones can still be used for emergencies, medical needs, special education accommodations, and teacher-approved academic work.

When the Rules Take Effect

The law is expected to take effect as early as the next school year, depending on how quickly districts finalize their policies. This is not a one-size-fits-all ban. Districts will control how phones are stored, restricted, or tolerated, meaning enforcement in Mason might look different than Jackson's.

That flexibility is both a strength and a headache for districts. School boards must post their policies online and explain how rules will be enforced, which guarantees at least three school board meetings that go way too long, thanks to public comments.

Governor Whitmer cited studies linking high screen time to anxiety, depression, and shrinking attention spans. Teachers overwhelmingly support the move, mostly because competing with a glowing rectangle for attention has to be exhausting.
