Take a look at the map below on where the worst snowfalls are. The list in all honesty doesn't shock me.
Most of the snow is worse the closer to the upper peninsula that you get and the center of Northern Michigan as well.

The outer ring of Michigan does shock me, as I expected the lake effect snow to be worse on the outer parts than near the inner parts of Michigan. However, I was not shocked that Northern Michigan ranked higher than anywhere else here in the state of Michigan.
