From the "what the heck is wrong with people" department:

According to KTVU, health officials in San Francisco have traced a roving infestation of thousands of rats back to one woman who not only hoards the animals, but apparently breeds and releases them back into the City by the Bay. The 43-year-old woman known as Erica J., was first found to be engaging in her "rat breeding and releasing" back in 2011, when Animal Care and Control discovered she had bred "hundreds" of the rodents out of the hotel room in which she'd been living.

Well, she was found again, this time living under a bridge, and again, her "rat friends" led authorities back to her makeshift breeding operation. Animal Control reportedly captured some of those rats, trying to save some for adoption. Then, last month, an officer spotted "rat girl" living in a park with at least 8 rats and was letting the rats eat from dog bowls that she kept in her shopping cart.
